Why is panel transparency not adjustable?

I've found numerous threads where people ask the question "Where do I set the transparency for my panels?" Always the answer comes back in one of two forms:
1) It just depends on the theme.
2) You need to have desktop compositing enabled.

I have desktop compositing enabled (transparency works in other areas). I found the theme that suits my panel. It is not transparent enough. How do I manually change the transparency *in this theme*? To be clear: I don't want to change themes just to change my panel transparency.

It used to be a setting I had access to. Where is it now?

Edit the image panel-background.sgvz found in the widgets folder of your theme.
