I am attempting to configure a server environment and I want to remove the shutdown options for all users. I want them to only see "logout" (end session) as their only options. I have already restricted shutdown to "only root" but I would like to remove the shutdown and standby options from each users shutdown dialog.

Is there a way to do this on a global level?

I am configuring Opensuse 12.2 x64

Okay,
I believe I have found my answer. It seems this is as easy as adding:
"offerShutdown=false"

under the [General] heading in:
/etc/kde4/share/config/kdeglobals

Anyone see a problem with this?

Nope, that is the appropriate system wide location. You may also want to make it an immutable setting so it cannot be overridden.
