System Settings - System Administration missing

I want to add user through GUI, and I found the website below:
http://docs.oseems.com/general/operatingsystem/kubuntu/add-new-user

It show that there is a icon call "User Management" under "System Administration - System Settings".
But my KDE has no "System Administration" inside "System Settings"
Is there any method to call back the missing "System Administration" ?
I'm using KDE 4.4.5

do you have the kuser package installed?

It is also the same for my installed KDE of Fedora 17 - no such icon for user management in Application Launcher style.
while in the Classic Menu style there is Administration > Users and Groups > which opens a User Manager
