Does anyone know what the figure in the image below represents (red arrow)?
I would like to know.
To me it is as if it has a life of it's own

it's cpu utilization and it should track the top chart

does it always display 100% ?

No, it doesn't allways say 100%.
But I looked at various machines over the years and I can't understand the meaning.

B.t.w. it very often says 100%. Not only on this machine.

might be a bug, there's couple similar reports https://bugs.kde.org/show_bug.cgi?id=312262 or https://bugs.kde.org/show_bug.cgi?id=288563 if you think this is you confirm and vote on it/ them

With regards to your KSysguard issue, does the process list show any indications of this phantom CPU usage?
