Is it possible to remove options from the 'leave' tab
in Kickoff for all users ( specifically only want logoff
restart and shutdown )

While it's not possible to remove arbitrary entries AFAIK (without changing the source code and compiling KDE yourself), you can "remove" the suspend and hibernate options by disabling suspend and hibernate themselves:
