That sounds more like a Kubuntu special module than one KDE would have. I can never remember any module on OpenSuSE ever providing that functionality in a KCM. The module for graphics configuration is available however in System Settings > Display

But that module does not let you change the driver for the graphic card...

I was aware of that, that is why I said

As a result you will have to ask them what they did with it.

@lorebett: regarding the display driver, I assume you are referring to the ubuntu restricted drivers manager. The KDE frontend is calles jockey-kde, you will find it in the K-Menu or just launch it via KRunner.

No no, I'm not referring to restricted drivers, but to the selection of an xorg driver for your graphic card...
