In Kubuntu 15.04 when I set 'Blur' on and 'Background contrast' off in settings -> desktop behaviour -> desktop effects
I got a blurred & transparent panel, when I try this in Kubuntu 15.10 beta I got this blurred and transparent panel for like 5 seconds,
then the panel became non-transparent.
Anyone experienced this? Dont hesitate to post if you have a workaround :)
I can achieve the transparency for 5 secs but it seems something reset the setting. How can I move forward to find the rootcause?

I confirm the problem...It is not that Breeze isn't transparent...It's that Background Contrast option is broken...If you disable Background Contrast it works for 5-6 seconds and then you totally loose transparency (Broken behavior)...Even with the "Transparent theme version" or any other theme... if you enable Background Contrast it works as it should, and if you disable blur you will notice some transparency even with default Breeze theme...I can provide you screenshots if you like... (I'm an Arch Linux user, with plasma 5.4.2)
I also reported the problem to the Arch Linux forums and it seems like there are more people, have noticed the same behavior...

See https://bugs.kde.org/show_bug.cgi?id=337355#c14 and my other comments on this bug - I asked again on a related review request. No answer except "to change the look". From the math, I claim it's nonsense and does nothing but cause mess and confusion, yes.

What however is for certain is that by https://bugs.kde.org/show_bug.cgi?id=348154#c8 it is indeed intended that you need the contrast effect (which more or less kills all translucency) enabled to get the translucent variant. That means the "opaque" variant (traditionally used on lack of compositor) needs to be translucent.

What's suspicous though is that https://quickgit.kde.org/?p=plasma-fram ... db1282d89e only changes the watched property as trigger, but apparently not the conditions by what a theme is selected.
So you need to un/load the contrast effect to trigger a change, whether that respects the blur or contrast effect.

The interim state is btw. caused because the change isn't signalled/processed immediately (to cover for interim states on setting changes, changing the plasma theme is a horribly expensive action) - you /can/ safely ignore that.
