I would like to know where I should modify XDG_CONFIG_DIRS env variable in order to add a directory that will setup site specific
config files ?

"Depends" - for all users in every session? /etc/profile.d/ scriptlet (/etc/profile is easily overridden by distro updates)
For plasmashell of a single user only? scriptlet in ~/.config/plasma-workspace/env/

I finally found , on my opensuse system, in the systemwide /etc/profile.local file

export XDG_CONFIG_DIRS=/usr/local/MY_XDG_CONF_DIR:$XDG_CONFIG_DIRS
