Is there a problem with Input Actions?

Hello, I am a new user in KDE 4.1, but I use linux since 2006, and I can't use the Input Actions in KDE, I am trying to do a shortcut to launch Xterm but the shortcut doesn't work, does anyone have a answer?

Yes, input actions are broken in 4.1, and will hopefully be fixed in 4.2. There's a lengthy bug report floating around bugs.kde.org about this issue. Any updates on the matter will be posted there.
