Before, i using KDE plasma 5.5.5, frameworks 5.20.0 and applications 15.12.3 version.
This problem at theme, i using theme default theme KDE plasma this "breeze dark" and i always got changing theme on KDE panel. If i starting my laptop this theme always changing when i logged out too.

When i startup this panel there is line at top, when i logged out this line on KDE panel was gone a.k.a blur. So how to fix?
