Is there a graphical way to make a file executable?

If there isn't, then would this work Create Your Own KDE Right-Click Menu Actions? What folder must a file be in to preform:

chmod +x filename.sh

in 5 should be ~/.local/share/kservices5/ServiceMenus/

right click file -> properties -> permissions -> is executable

OpenSuse Leap 42.1 x64, Plasma 5.x
