How do you change the colors of the background, buttons, and text of the Panel / System Tray / Task Manager of the KDE Plasma desktop ?

Is there a 'theme editor' available that would make setting the colors for new themes easier ?

you can change the theme being used or you will need to take an existing theme and customize it
