I can't tell if this subforum is suppose to be feature request for plasma 5, but if the screen is notebook sized, you simply don't have the kind of estate that can afford to snap windows into corners rather than halfs (2x1 rather than 2x2).

Additionally you can't set 0% for settings that determines which area triggers quarter tiling on pushing cursor to the edge of the screen.
