Ultimately, I'm writing a bash script to install programs and load my configurations for automatically setting up my desktop environment on a new install of Kubuntu 16.
I'd like to do this through editing the configuration files, not though the System Settings GUI menu. I'd expect it to be in

Looks like the key you want to change is in ~/.kde/share/config/kdeglobals in the [KDE] section, the SingleClick line.
Note, you may find the kwriteconfig command-line tool useful for scripting these changes.
