Reset (wireless) mouse

Hello. I have a Dell 2780 Running the latest KDE-Neon user version. I have a wireless Dell mouse and for the life of me, I cannot get the mouse to reverse scroll (scroll upwards) properly.
It scrolls up one or 2 lines and then stops.
I tried removing the .config and .local directories in my home directory but it does not address the problem.
Can anyone tell me how to completely purge the mouse settings, and reset to default so that hopefully fixes the problem.

I also have the problem that my system only boots properly every other time ......but that is a different story.
