Hi guys.
Im wondering if KDE is the right DE for me;
I m working on a project where I need to create a captive and custom desktop view with following needs:

Mandatory.
a)_Customizable from a config file, using some standard method like xml.
System should allow me to:
b)_Create a custom layout with frames and windows.
c)_Define startup applications.
d)_Assign menues or applications to frames.
e)_Define constrains , like not allow to close/minimize some windows,etc, fixed frame sizes and so on.
f)_Hide any button to exit or reboot the system.

Optional:
It would be great if it can handle changes in real time though an appi.

The idea is to create an instrument board or something like airplanes entertainament systems.
The user is allow to use and modify minimal set of applications o and have not access to OS.

Ok any advice on how to begin here with kde or other platform would be wellcome.
