Which Distribution do you use? Maybe they didn't build Plasma correctly, or some packages are missing in your setup.
FWIW: please always state your distribution and exact Plasma version (which you can find in the Info Centre)
Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |

AFAIK, not a feature implemented with the libinput version of the mouse KCM.

So it is an unfortunate regression due to the switch from evdev to libinput. There is no information if this function will come back.
Apparently some Neon versions have not made that switch completely and still use evdev.

Update: a quick investigation by a Plasma dev shows this is not a feature of evdev or libinput but from the kaccess CM, should be reported as bug.

This will land in Plasma 5.17.
To restore the feature, copy the following into ~/.config/kaccessrc
Then log out and back into Plasma

Indeed, but 'exposed' by the evdev -> libinput switch where it used to be in the old mouse KCM, and hence went AWOL with the switch as a side effect. A tad confusing at 1st..... Thanks for flagging up! |

I just merged the patch, so the settings will be back in Plasma 5.17 in System Settings → Accessibility → Mouse Navigation.
Sorry for the inconvenience. |
