Using Libinput's On-Button scrolling under Wayland

I'd like to map a mouse button to activate scrolling under KDE's wayland environment. Hopefully I've got the right forum for the question.

I know it's supported by Libinput https://wayland.freedesktop.org/libinput/doc/latest/scrolling.html#on-button-scrolling

And when I create an X11 config file it works fine under a Xorg session:

From what I have read it seems these custom features must be exposed by the desktop environment. Can this be configured via CLI or do I have to wait for System Settings input settings to mature? This is one of the few papercuts that's keeping me from using Wayland as I have hardwired myself to scroll with the trackball rather than the rather bad scroll ring & really want to keep this functionality.
