Force all notifications to display in fullscreen

I understand only certain applications will display notifications in fullscreen such as critical battery level, but I want to display every notification no matter what it is. From research, it appears the developers have hardcoded the "urgency" per application for security sake, but the user should be able to configure this as well. Is there anyway at all, clean or hacky, to override the urgency of all notifications? An example where this comes in handy is KDE Connect, where I have notifications coming from a medical app on my phone. It's very important that I see these notifications, but I have no way to configure their urgency. I could modify the notifyrc file of the apps I want to show in fullscreen, but I'm not exactly sure if that's the best solution. I'm trying to get all notifications to show in fullscreen after all, and not just specific notifications.
