How to permanently unbind "Active Application Launcher Widge

In systems settings/shortcuts/global shortcuts I can unbind (or rebind) Active Application Launcher Widget (essentially the 'start' menu). This works for the session, but resets back to Alt+F1 after reboot.

Is there a way to make this setting permanent?

(Similar problem is that the background color for a slideshow-wallpaper always becomes 'Blur' after reboot, even if I set it to a solid color)vidmate mobdro word counter

On my system (Kubuntu 18.04 LTS) there's a file

I can edit. Or try also
