Hi, it seems after upgrading from 5.17.2 to 5.17.3, system proxy settings are broken - it is ignored at all. I can see from iptables logs that inspite of any proxy settings, Plasma is trying to go connect directly. I have weather widget that says it refreshed 7 days ago, and 7 days ago I upgraded to 5.17.3 in my Arch install.

Ok, I found problematic package: kio. After upgrading from 5.63.0 to 5.64.0 proxy settings is ignored.

UPD: seems related.
