In System Settings -> Application Style -> Widget Style, hit Configure next to the selected Widget Style (Breeze). In the General tab, there should be an entry for Windows' drag mode which allows you to select between Drag windows from titlebar only; Drag windows from titlebar, menubar and toolbar; and Drag windows from all empty areas.
