I like KDE because it is fast and stable. But I don't like it for some conditions, maybe it's because I'm used Gnomes. I am sorry, maybe these are poor questions, but for me these are necessary.
Btw, I use Manjaro 19.0.2, kernel 5.4.33 with KDE Plasma: 5.18.4, framework: 5.69.0, Qt Version 5.14.2. 1. Can I change shortcut "Meta/Super/Win" key. In my case, the meta shortcut "meta" only works when I attached default panel with application launcher. It isn't works if: - There is no application launcher. - I attached the application launcher on empty panel or desktop or another panel type. Is it possible to change meta shortcut to display application dashboard? (not applicatin launcher). Or it is possible to display application launcher widget without add it to default panel (ex: on the desktop, or on the dock, or on another type of panel). 2. Is it possible to make transparent default panel? "default panel" is refer to a panel that I can add it through right click -> add panel -> default panel. It's also related with my first problem: because in my case, the "meta" shortcut only works when application launcher added to default panel. 3. Screen annotation tool on KDE. I need screen annotation tool like "draw-on-my-screen" gnome extension. Do you have preferred tools for that? 4. Screenshot tool effect I use spectacle on KDE. But is it possible to add effect when I take a screenshot, like "screen flickers" or "sound"? I often take screenshots in emergencies or on a massive scale. So, I don't like window popup or notification panel, because it disturb me and I disable those. 5. Dolphin icons can not change when raise 32x32 or 16x16. And the block bar is not full Maybe this problem can not resolved, look at there: https://forum.manjaro.org/t/how-to-prevent-dolphin-icons-changed-when-zoom-out-in/136589. Okay that's all, please give me suggestion if possible or if these are impossible juts tell me "No, that is default and can not change.". Thanks.

Re 1. and 2.: pretty much all of this can be adapted in the System Settings, just try it.
FWIW: the desktop is called Plasma, not KDE, KDE is our community FWIW2: please ask questions about applications separately, as those are in different subforums than the general Plasma desktop, and handeled by different teams, would make answering a tad easier.

Thanks for your suggestion. I have update my thread. Do you mean a shortcut setting? I have tried to find shortcut "meta" on Setting > Shortcut but I can not find. When I set a new shortcut with "meta" key only, it can't. The "meta" shortcut only works when I combine with another key: "Meta + <another_key". |

Both are use annotation after or for take a screenshot. I want only annotation tool without taking a screenshot. |

There is a Desktop Effect called "Mouse Mark" in the System Settings -> Workspace -> Workspace behavior -> Desktop Effects

Of course a widget needs to be running, regardless if it is an Application Dashboard, Menu or Launcher, regardless whether it is on the desktop or in a Panel for the Meta key to work. The Meta key alone is linked with the Alt+F1 Global Shortcut in Plasma
