I do not even know what would be the correct 'Subject'.

Let me explain. In Gnome, in Firefox, when I click on a scroll bar, it jumps to the relative position. So, if I click near the bottom, I go to the bottom of the window, etc. In KDE Plasma, things move by screenfuls. If I press Shift while clicking, it moves to the relative position.

How do I swap the behavior? Simple click to relative position and Shift click to screenfuls?

in System Settings -> Workspace -> Workspace Behavior-> General Behavior -> Clicking in Scrollbar Track you can change that

Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ...
