As we all know most desktop environments don't provide an option for mouse wheel speed adjusting, although there's a CLI tool (imwheel) for this but it's still a bit complicated for some users, I think it would be a good idea to merge that tool into plasma, make it an out-of-box feature. In this way the user experience can be enhanced!
