I just installed a new Debian 10 Buster distribution with KDE plasma version 5.54.0.
I can't find in the system configuration (systemsettings5) the place to set up screensavers.
So, after each start, I have to start the screen.

How can this be remedied?

You can set it up in System Settings -> Workspace -> Workspace Behavior -> Screen Locking

FWIW: 5.54.0 is the Frameworks version, not Plasma...
