Mouse wheel scrolling trouble while a notification is up

Hey everyone, I'm not sure if this is the right place to post this question, but lately I've been having this issue where whenever a notification has popped up on my screen, I can no longer use my mouse wheel to scroll another window until the notification goes away or I switch between two different windows to get the focus back.

Under Window Behavior I tried setting my Window Activation Policy to "Focus follows mouse (mouse precedence)", "Focus under mouse", and "Focus strictly under mouse" with my Focus stealing prevention set to Extreme, but I still lose focus to notification popups and it prevents me from using the mouse wheel to scroll in the window I was working in, even if my mouse is still above that window.

I don't think this would be intended behavior, but does anyone know if there is something I am missing or doing wrong?

After upgrading to 20.04 today, I am no longer having issues with notifications interrupting mouse wheel scrolling. All of my Info Center output is the same except KDE Plasma Version is now 5.19.4, so I'm not sure what fixed it, but something did!
