Access Plasma/KDE settings from other desktop environment

I'm trying to change some settings for KDE apps that, to my knowledge, can only be changed from the settings on a Plasma desktop.

For example I have Kdenlive on an XFCE desktop and would like to change the icons sizes. I know how to do that on a Plasma desktop but not on XFCE.
Other example : I have Dolphin on XFCE too and would like to un-assign the shortcut Super+E that starts it, but it's nowhere to be found in either XFCE's settings or Dolphin's. So I wonder if it's a hidden Plasma/KDE setting.


Which packages should I install to access those?
I found systemsettings for KDE that has part of it but it's incomplete and the settings for my above examples are still not there.
I would like not to install plenty of apps I won't use so, if possible, not a metapackage like kde-plasma-desktop or kde-baseapps.

EDIT:
For Ubuntu, I've narrowed it down to kubuntu-settings-desktop which has the following dependencies:
  • libnewt0.52
  • fonts-ubuntu
  • software-properties-qt
For Debian, I tried systemsettings, depending on:
  • libkf5activitiesstats1
  • libkworkspace5-5
  • qml-module-org-kde-kcm
  • qml-module-qtquick-controls
  • qml-module-qtquick-layouts
