Global configuration management using Kiosk

Recently I've discover this Kiosk framework that allows to overwrite and prevent from changing some customization.

E.g. I can switch to double click for open files and directories stored in ~/.config/kdeglobals by adding to /etc/ and adding to appropriate block to file /etc/xdg/kdeglobals:

[KDE]
SingleClick[$i]=false

Can I use the same solution for setup Icon-only task bar stored in ~/.config/plasma-org.kde.plasma.desktop-appletsrc (I checked by tracking changes in git)? There is no similar file in location /etc/xdg/

The goal is to setup Icons-only Task Manager by default for new users in openSUSE Leap 15.2 which still use classic Task Manager.
