Yesterday I installed Kubuntu on my father's laptop, now i realized that ever that i turn on the laptop, the OS starts and all right, but the touchpad is disabled, Fn+F7 turn on again so isn't a major problem, if was my laptop i would't even care, but i Know that my father will forget to press Fn+F7 sometimes. There's a way to just start the OS with the touchpad already abled?

Do you have a mouse connected? That usually would disable the touchpad.
Running Kubuntu 22.10 with Plasma 5.26.3, Frameworks 5.100.0, Qt 5.15.6, kernel 5.19.0-23 on Ryzen 5 4600H, AMD Renoir, X11
FWIW: it's always useful to state the exact Plasma version (+ distribution) when asking questions, makes it easier to help ... |

My touchpad is only disabled when I disconnect the mouse, else it starts with the enabled trackpad. Maybe a hardware specific problem?

Maybe, from what i tested, it's like the touchpad is disabled by command from the keyboard, it's a differente layer from the OS, in the configurations i can enable the touchpad, but if it's already disable by the Fn+F7 don't change nothing, I also can use the Konsole to disable the drivers of the touchpad, in this case, even if the touchpad is enabled by the keyboard the touchpad stops to work. If i'm not wrong, the controls of Function Keys are controled by the BIOS, but it's strange, because theresn't option about this behavior, and when was Windows 7 or 10 instaled this problem did not occur. |

This is a rather vaste field and without more information about the type of keyboard and touchpad it is only guesswork. Some brands might have specific drivers for Linux, others don't, so you need to be more specific about your hardware.
To have the function keys working you need specific drivers, those are usually found and activated in the System Settings -> Hardware -> Input Devices -> Keyboard -> Hardware -> Keyboard model where you should find the correct keyboard for your laptop (see also the recommendations by the manufacturer) As for the touchpad, it should show up in System Settings -> Hardware -> Input Devices -> Touchpad. Comparing to what was working on a preinstalled system (which Windows usually is, by the manufacturer) is comparing apples with oranges I am afraid.
