System setting don't save

This is a new install on my desktop. Gentoo with plasma 5.21.5. I'm starting it up the old fashioned way with .xinitrc

I have used the general use flag of -wayland and I have compiled everything without wifi and bluetooth as this is a desktop and does not have this. So also no networkmanager as there is nothing to manage.

Everything starts fine so far but it is impossible to do anything with the System Settings.
- if I select another theme than Breeze, nothing changes when I apply the selection of Oxygen. If I close the System setting and open it again, the theme is again Breeze.
- I cannot select a keyboard mapping. If I select another layout and apply, nothing changes. If I close the System settings and open it again, the selected layout is gone and it is again us layout (I need an azerty layout)
- whatever I change, when I apply the changes, nothing changes and after closing and opening the System setting again, all changes are gone.

Likewise if I change the "Application launcher" to "Application menu", this is again the "Application launcher" the next time I log in. I I add virtual desktops, they appear but are gone the next login.

And even if I change in ~/Home/.kde4/share/config/kdeglobals the theme to Oxygen, it is overwritten and again Breeze the next login. So it looks as if System settings do not work at all. Or does it want to write at a place it can/may not write. Or is always reads another config file, not the same as it writes.

Strange is that I have a laptop with the same Gentoo install, the same Plasma 5.21.5 and when I compare the installes plasma parts, they are identical.

So there must be something missing or wrong. But I have no clue at this moment. And the pc isn't usable this way with a completely worng keyboard.

Not a single idea? As it is now without the right keyboard layout and a few other settings, this pc is unusable. Only thing I now see is taking Plasma off and go to another desktop. Lucky I have the laptop or I would hardly be able to post this.

Config file ownership/permissions issues?
Same issue in a new user account?
Check if any configs are owned by someone other than the user, or is not writable.

- As far as I can see, the owner/permissions as the same between the laptop (where it works) and the desktop (where it doen't work)
- I made a new account (starting in a root terminal) and the logged in as that user and created the .xinitrc. When I start Plasma with this user, it works as far as I have teted it. I can change the theme, keyboard layout and others and it is persistent between log ins and reboots. So there is a difference between those users. But what does it tells?
- I cannot see any issue in the files that matter (.xinitrc, the .kde directory and its files)

So it looks as I will have to remove that user and create it again. But I do not understand why.
