Greetings:
I am using KDE Plasma the latest edition on Manjaro Linux from the October 2021 release. The question is on customization and I have it almost configured. I am wanting windows and panels to have full transparency with some blur to make sure text and etc are still readable. The only exception is the browser window.

I know this involves a compositor, but not sure how to find the settings to accomplish this or make rules to get it done!

Any help is appreciated.

Plasma by default has some slight transparency in the panel and menu. If you want more transparency in both the windows and panel, there are several ways to go. You can install a different plasma style which will mostly affect the panel and menu. You can install a different application style like , for example, Lightly. But I wouldn't go there yet. The easiest way to get much more transparency is to install Kvantum. Then you can install and use kvantum themes. There are plenty of tutorials available on how exactly to go about that. Stuff like this: https://www.youtube.com/watch?v=A0LiFu1eaMs. So, for panel, look for plasma themes and kvantum, kvantum themes. Plasma themes you can also get via system settings>appearance>plasma theme ( look at the bottom for "get new plasma styles"). I suggest looking up some how to's on Kvantum.

Btw. Compositing in KDE is not like xcompgr or compton. Whereas those compositors will blur or make text less readable depending on the transparency settings, plasma won't.

Thank you guys. Already have kavantum installed and I guess I need Layan theme. Have to reconfigure the top panel as Latte Dock is setup the way I want it.Already follow Linux Experiment channel on youtube.

Just so far, the transparency is not light enough, just have to work on some specific settings. Looks like I need to use a different font for the plasma appearance and things, but almost there!

Kvantum is the easiest way to go if you want some transparency. But, keep in mind, kvantum only goes so far. And moreover, a lot of kvantum themes could use a little..."adjustment". As for plasma themes...that kde store being a mess, might take some time to find a good one. Personally I gave up on kvantum altogether since I was looking for a one click color change matches everything. Also wanted it to be light so, no latte for me, but a custom panel with matching transparency. I only use Lightly which doesn't do full transparency which I find not practical to begin with, so.. Something like..https://www.deviantart.com/dzon65/art/So-897615656. Changing layout requires only two clicks, color and wallpaper. Made an easy access menu entry for the color scheme ( systemsettings5 kcm_colors ) to keep it simple.
