Change disabled icon colour

The disabled icon colors for any icon set seem to be a washed out white, regardless of the colour they are in the beginning. I've tried changing my colours and disabled colours in Appearance->Global themes->Colors, and there is no difference. Changing colour schemes also makes no difference. Changing colour settings in Kvantum doesn't seem to affect it either.

Currently, I'm using a distinct svg icon set, and I've changed all the icons in that set to only display a certain colour (cyan), but they still are still washed out white (this was confirmed with a colour picker).

Any ideas?
