Customize default settings

I would like to customize some KDE default settings so that they take effect when creating a new user. One example is the double-click behavior, which can be set the way I want it with SingleClick=false in kdeglobals. But what is the correct procedure to make this the default for new users? My first attempt is, to copy my $HOME/.config/kdedefaults/kdeglobals to /etc/skel/.config/kdedefaults and add the SingleClick=false line to it. Does that make sense? And: Where does my $HOME/.config/kdedefaults/kdeglobals actually come from, so that I can maybe take this as a base?
