second, is it possible (maybe through some configuration file) to change the width of the window border in oxygen or ozone window decorations?

You can change the window border size at System Settings > Appearance > Windows.

the border size options seem not to be available to these two themes

for 2) You neeed the 'Nitrogen' window decoration, look for it on kde-look.org

The Oxygen window decoration does support size changes, at least in KDE Trunk.
