Is it possible to make a widget theme (Widget theme as in QtCurve, and Skulpture) that utilizes KDE's built in ARGB support, to make bits and pieces of a window transparent, such as the toolbar, and menubar?

For Qt Styles, The transparency of the window is under the control of the Window Manager, but you can do gradient effects, etc like Oxygen does.
You would probably be best to ask in general KDE development channels ( #kde-devel on Freenode, or kde-devel@kde.org ) as someone is likely to know what effects are possible.

I just found out that Bespin has ARGB transparency, if you compile Bespin with with a flag.
