In KDE isn't possible to have the focus following the mouse only when the left button is pressed down, this is useful when you drag files from a folder to another on the desktop, avoid you to previously redimension windows and other annoyng things.
I think the behaviour should be:
click on a file, drag it from the source folder on the target folder, the target folder rise up (because it is partially hided by the source one) and you drop your file on the target folder.

You should file that as wishlist item on bugs.kde.org
It's not very likely that a KWin dev reads your post here.
