So i tried to use a gnome icon theme in kde today and have some issue.
1st of all it was needed to delete all fixed icon sizes of the theme and only let the scalable icons remain. This is the only (easy) way of having icons in all sizes in dolphin. My remaining problem is this now: i have this inherit line in my index.theme:
This works nicely in dolphin, everything is displayed. However systemsettings does not show any icons at all, only some placeholder icon. If i use tangoish or oxygen themselves it works fine. Any clue how to solve this?

This is likely because the Tango / GNOME icon theme is missing the needed preferences-* icons used by system settings, or it is missing the application specific icons.

i think you did not understand my post
the Inherits line is meant to fix the very same issue that you mentioned... my question is why it the inherit line did not fix it

It is only possible in this case that KDE only understands one icon set on the Inherits line, or requires that semi-colons be used as seperators instead of commas.

Inherits= can have more than one theme in a comma separated list. So it's gotta be something else... |

Can you try setting the Inherits= line to simply "oxygen" ( without quotes ) and see if that works? If so, it is a bug in KDELibs, which needs to be reported at bugs.kde.org.
