How can I put a Shutdown icon in the panel ?

also Restart, and Sleep icons ?

There's more room in the Desktop; how would I put those icons in the Desktop, if I decided to put them there instead?

There's a Lock/Logout widget - should do what you want, and can be either on the panel or the desktop.
