Unable to use two-digit hour in 12-hour clock

I've had an issue since switching back to KDE for version 4.4.2, regarding the digital clock. When I try to set the time format on the "Time & Dates" tab of the "Country/Region & Language" module in systemsettings, I am not being allowed to choose between two time formats: "HH:MM:SS" and "pH:MM:SS AMPM". I should be able to use "PH:MM:SS AMPM", with "PH" standing for the two-digit hour, but it's not a value in the drop-down menu. When I try to manually type "PH" instead of "pH", it gets auto-corrected back to "pH".

Is this something I'm doing wrong, or are others having the same issue? I did some forum and google searching and found nothing, yet this seems like something that would have been reported, so I fear it's my fault in some way.
