They are using an alternative widget theme probably either qtcurve or oxygen-transparent (bespin can also be transparent but that isn't bespin), and it's hard to tell at that resolution but it looks like one of the aurorae window decorations.

The bottom panel has these widgets:
Application Launcher (could also be application launcher menu or lancelot)
quickacces or folderview
task manager
What looks like another quickacces or folderview
system tray
a weather applet (hard to tell which, maybe yawp)
Digital clock
One of the monitor widgets (I am not familiar enough with these to say which)
and it looks like two toggle compositing widgets (which doesn't make sense, it must be something else)

There is a second panel at the top with:
a menu widget (not possible without a patched version of Qt, I don't know if arch has that or not)
one or more monitor widgets
eyes widget
one or more monitor widgets
current application control widget

It is also using an alternative plasma theme but I don't know which one (there are lot of themes that make panels roughly like that).
