how does Control-Panel-Grouping(i hope it is the correct translation) work?

I can create a empty panel, a default panel and a grouped panel. The one with groups like tabs does not work, i can not place this groups in on the panel.

Same here ... group panels does not works at all.
Only settings desktop mode to group desktop seem to work a bit.
