Ethernet connection slowing down computer

I recently found that my computer had a very high kworker running percentage (around 50% cpu), and through various efforts I found that one way to fix this problem was to go to powertop and set "Runtime PM for PCI Device Intel Corporation 82566MM Gigabit Network Connection" in the tunables tab to true. As long as I do this every time I start up my computer, everything seems to work.

I've also noticed that in both cases, the lights next to my ethernet port stay on, even though nothing is connected to it.

I have no idea how to fix having to do this powertop thing every restart. Does anyone have any suggestions on what paths I can search, or how I can be more helpful in my question?

This tunable option likely causes a "sysctl" change. If you Google that name, then it will likely reveal the syntax needed.
The command will likely be something like:

sysctl -w .....
