I met an unreasonable condition when using "<meta http-equiv="refresh" content="-1;myurl.html">".
This results in nothing happening in other browsers, but Konqueror causes an immediate redirection to the assigned url.
Is this is a principle following W3C or just a bug?

You probably want to ask the KHTML developers, on the kfm-devel@kde.org mailing list in regards to this behaviour.
