SOCKS server using a HTTP_PROXY

Is there a SOCKS server that can use a HTTP_PROXY?, like http://www.charlesproxy.com/

From my understanding, SOCKS and HTTP proxies are quite different. I would suggest checking the documentation of your proxy server software to see what protocols and methods it supports.
