rekonq opening links in foreground tab option

What version(s) of rekonq can open URLs as tabs in the foreground? I am using 2.1, and I don’t think it has this option. https://bugs.kde.org/show_bug.cgi?id=313794
PS I upgraded to 2.3 and got this option.
