Manually or automatically control upload slots

Hi all,

I've been searching through the forum but I can't find an answer to my question.

Is there any way to manually or automatically (preferred) control the upload slots based on whether a peer has choked us? I ask because a lot of times I see on the peers tab that I've been choked by peers who have 80 or 90% completed (Availability), and are indeed downloading from me at full speed (600KiB/s+). Then when they complete their download, simply disconnect.

I think this is unfair. If you are downloading from me, you should give me back. I have a minimum share ratio of two, with no maximum, and usually don't remove a download for days.

This person was downloading from me at 130 kbps, yet I was choked while s/he had an availability of 23.51% and I had only completed 1.58%.

Please advise.
