Please note that Access Point type connections won't be automatically "connected" by default - so they won't be active. Can you confirm that the phone / other devices is able to detect the wireless network created by your computer when you initially create it?
If it doesn't, can you try opening the Network Management applet and enabling the access point by selecting the appropriate connection in the list?

i don't understand
when i click on the ap in plasmoid networkmanagement then nothing happens , networkmanagement does not try to connect additional info : there is no signal level for the ap , no scale , nothing even in grey in the contrary of the other network in my neighborhood there is only a green shield with a "check" symbol inside

Can you please provide a screenshot of the Network Management applet, after having clicked on the AP entry?
Please note that not all cards support hosting an AP, while all will support infrastructure and adhoc mode.

Hmm. Can you check the settings for the access point, and try to force it to use a specific wireless network adapter?

i found a data sheet about the wifi adapter
but nothing about ap mode is supported or not http://www.shop.bt.com/content/uni2/doc ... 00n-eu.pdf i assume 3 hypothesis : - in the contrary of what i read from various sources ap mode is not supported . rt2800pci uses 2860.bin proprietary firmware . then perhaps the driver 2800pci support the ap mode but 2860.bin does not support ap mode ? i have not ms windows to check all the accepted mode . - plasmoid-networkmanagement and netwokmanager implement badly ap mode - my settings are not good in networkmanager

and the winner is " my settings are not good in networkmanager"
lamarque V. souza (dev of networkmanager) answer : ************************************************************************ You need to click on "Radio Wifi AP" to activate the connection. See that at the left side of the plasmoid the wifi card in "not connected" state, once that changes to "connected to Radio Wifi AP" then the connection is ready to be used. There is no auto-connect for ap-mode wifi connections (because there is no access point to detect). By the way, you should have used the Add -> Shared button in Wireless tab to create the connection. The steps you did to create the connection are correct but you missed one: in IPv4 tab you need to change "Method" to shared. Otherwise NetworkManager's internal dhcp and dns server will not be activated and your phone will not receive an IP address. The "Shared" button does all the needed steps. *************************************************************************** it remains a pb with opensuse security policy . i have a message saying "system policy forbids to share a connection via a wifi protected network" i reach my level of ignorance about opensuse

I suggest posting on their forums on how to override that - it certainly sounds unusual that such a prohibition would exist (usually you would be prompted for the root password at worst).
