there should be a vpn addon for the network widget that should provide you the ability to make changes to your vpn, in my distro it is called plasma-nm-vpn
note: the widget plasma-nm is a gui for NetworkManager and thus the actual network config files aren't under KDE but are found in /etc/NetworkManager/ |

I have installed the addon and I have created two vpn. The problem is that all the vpns create the tun0 interface and I want that one of both to be the 0 and another one the 1. I don't know how to do that from the gui. On the other hand, i hope that the vpn user settings are stored on his home directory and they aren't accessible for other users.
Thanks |

I don't have a vpn but I think that all network config files will be under /etc/NetworkManager/ invluding a /VPN/ child folder so you should look there to see if the vpns you created are there
this pages might help you (or not) https://wiki.archlinux.org/index.php/NetworkManager I would suggest you open a new thread with the subject specific to VPN configuration user access and consider posting on you distro's forum where you might find more people with experience relative to your issue/concerns |
