I've installed the samba package along with all its dependencies, set the default username & password in the KDE "System Settings > Network > Connectivity > Credentials used to access SMB shares", and changed the workgroup value in /etc/samba/smb.conf to match that of my Windows VM.

However, when I try to do "sudo service samba restart" I get "Failed to restart samba.service: Unit samba.service is masked."

Needless to say, neither other machine is visible in either's "Network" section of their respective file managers.

Could someone maybe point me to an easy, preferably GUI method of configuring all this in KDE Neon (Dev Git-Stable)?

Read the description shown in that window:
These settings apply to network browsing only.

In other words, you entered the default username and password combination to be used when accessing shares from other systems.

Right, the Windows account. Still no luck. Why I do not know.

Sorry, I was going to post a link to another tutorial, but forgot about it. I'm glad that you mostly got it to work.

However, if you or anybody else reading this only want to be able to play videos/music/pictures stored on a Linux system on another device such as a tablet or TV, I suggest you to look up MiniDLNA instead. It takes just a few minutes to get it running and has no complicated permissions setup.

Also for anyone else later maybe. The other issues I'm having are apparently known, with a workaround I have yet to try, here: viewtopic.php?f=59&t=140842
